【摘要】 地方党委是中国共产党依法执政的基础环节。随着我国改革开放的不断深入,地方党委在依法执政方面存在着许多问题。究其原因主要包括:长期的“人治”情结的依赖,体制不健全,法制滞后,知识匮乏,素质缺损等。为此,必须完善法律,将党的路线、方针上升为具有普遍约束力的法律,改善党的领导体制,保证地方机关依法行使职权,提高党员干部的综合素质,增强人民的法律意识。更多还原

【Abstract】 Local Party Committee is a basic part of the Party’s administration according to laws.Along with the reform and opening-up in China,local Party committees are faced with many problems.The major causes include long-term complex of "administration on individual",unhealthy mechanisms,laggard legal system,lack of knowledge and low quality.Therefore,we must perfect legislation and make the Party’s guideline into laws with binding force,perfect the leadership mechanism of the Party,guarantee local organs could exert authority according to laws,improve the Party cadres’ quality and promote people’s legal awareness.更多还原
