【摘要】 石油开发利用过程中,不但对当地的环境造成破坏,还会对临近地区的环境造成破坏,产生价值损失。在评估其环境价值损失时,应包含这部分跨区域环境价值损失。本文利用CVM方法对榆林地区靖边县新庄村、瓦房村在石油开发生产过程中所造成的生态环境价值损失进行定性分析和定量评价,提出当地的最大支付意愿W TP主要与当地百姓对环境破坏的态度atu和当地的户均收入incom e相关;给出新庄村、瓦房村在石油开发生产过程中造成的环境破坏,百姓愿意接受的户均最大支付意愿每年分别为333.25和269.63元。最后利用转移误差展开效益转移法(BT)在陕北石油开发跨区域环境损失评估中的精度和可靠性研究,指出在利用效益转移法评估跨区域环境损失时应当引入距离衰减因子,以提高转移精度。更多还原

【Abstract】 In the oil exploiting process,the neighboring environment would be destroyed as local one,which result in deterioration loss.This loss value should be contained in the total environmental deterioration loss.With the CVM methods,this paper presents some qualitative analyses and quantitative tests of the environment loss value for the oil exploiting process in Xinzhuang village,Wafang village in north Shanxi province.The analyses show that the atu(attitude towards environment deterioration) and the income(gross household income) have an effect on the WTP(willingness to pay).Xinzhuang village’s and Wafang village’s WTP are 333.25 Yuan and 269.63 Yuan annual respectively.Based on these analytic(results,) the accuracy and the reliability of the benefit transfer in evaluating the cross-regional environment deterioration were tested.For improving the accuracy,a factor of distance-attenuation was introduced in the benefit transfer equation.更多还原
