【摘要】 从政府角度来看,转型期我国政府职能的转变主要受到政府职能界定、政府传统观念、政府利益集团与政府失灵四大现实因素的约束。为克服这些约束,我们必须采取措施克服政府职能界定的困难和明确政府职能范围;必须通过外生变量促进政府观念转变;必须约束政府利益集团寻租的行为,处理好政府集团自身的利益;必须通过转变政府职能和提高政府职能效率来解决政府失灵的问题。更多还原

【Abstract】 From the government angle that,reforming period our country government function transformation mainly receives the government function limits,the government traditional ideas,the government special interest group and the government malfunctions four big realistic factors restraints.In order to overcome these restraints,we must take the measure to overcome the government function limits the difficulty and are clear about the government function scope;Must through the exogenous variable promotion government idea transformation;Must restrain the behavior which the government special interest group seeks and process good government group own benefit;must enhances the government,function efficiency through the transformation government function to solve the problem which the government malfunctions.更多还原
