【Abstract】 Along with the system reform of departmental budgets in our country,a good many problems such as unscientific budget preparing,easygoing budget implementation and oversight of budget monitoring,etc.have been uncovered gradually in units at the grass-roots.These reflect that the general budget management level in units at the grass-roots is lower.So it’s urgent to improve the three aspects of budget management.更多还原
