【摘要】 调查农户土地决策,均质化处理农户决策因子,形成土地决策空间图;制作土地覆被图和农户土地决策空间图,通过图像叠加处理,来分析土地覆被变化与农户土地决策及政策因子间的空间联系。西藏农牧区案例研究结果表明:农户土地决策决定了土地覆被变化方向,政策因子起修正作用;农户土地决策与土地覆被在空间上和属性上能互相体现;农牧区政策的制定应立足于农户土地决策,在满足农户追求最大经济效益的基础上引导农户顾及生态环境建设;农户土地决策、社会经济发展政策与土地覆被在空间上能互相体现,可通过观察土地覆被变化来监测农户土地决策及政策因子效果。更多还原

【Abstract】 In Agriculture-Animal Husbandry Zone(AAHZ),there is a gap between the goal of policy making and the effects of policy practicing.The householders are the main practicing bodies in AAHZ,and the undertakers who carry out the policy.So householders’ land decision has impacts on land use change.Policy charges the direction of land use change,and the goals of charge are achieved by householders bringing the policy into effect.Householders land decision,policy and land use change have significant connections with each other.The process and characteristics of householder land decision and response to policy factors were investigated by semi-structure interview.Land use/ land cover changes(LUCC)are acquired by overlaying the images of different stages.The spatial connections are built by comparing the changes of land cover,householders land decision and policy in same period.Effects of policy practicing and householders’ response to policy are confirmed by monitoring the space and property of LUCC.The case study in AAHZ in Tibet indicated that: 1.householders land decision focuses on benefits,which tardily responses to environmental and ecological policy;2. the gap between the goal of policy making and effects of policy practices is caused by the emphases which are differed in policy making and householders land decisions,and caused by householders’ comprehending policy;3.policy making should be based on the characteristics of householder land decision,and satisfy the needs of householder pursuing benefits and give householder the directions of considering environment and ecology;4.householder land decision,social and economic policy and land cover can be represented spatially by each other;the change of householder land decision and policy can be monitored by comparing the land cover change.更多还原
