基于有效竞争的发电厂市场力评估方法

【摘要】 电力市场的健康发展需要高效的监管评估体系,发电厂市场力的监管评估是电力监管中评估的主要内容。作者首先提出将发电厂市场力分为结构性市场力和动态市场力,并针对目前常用的发电厂市场力监管评估方法存在的缺点,即目标存在偏差、操作复杂、可信度有待提高等问题,提出了四种监管评估方法。这4种监管评估方法以有效竞争为监管目标,分别以4种富有竞争的市场条件为评估基准,评价市场成员的行为。以一种方法或者一个指标对电力市场运营情况和市场成员的行为进行评估是不全面的,文中所提出的监管方法能分别适应不同的市场条件和不同的侧面,进行市场竞争的有效性和市场行为的评估,对我国建立监管评估体系有重要的参考价值。

【Abstract】 An efficient surveillance and assessment system is needed for deregulated electricity market. The surveillance and assessment of power plants’ market power is the principal content in the assessment of market surveillance. In this paper, at first it is put forward to divide the market power of power plants into structural market power and dynamic market power, and according to the defects in common used method to survey and assess power plants’ market power, i.e., departure from aims, high complexity and low confidence level, four surveillance and assessment methods are proposed, in which the effective competition is taken as the aim of surveillance and four competitive market conditions are used as benchmarks to assess the behaviors of market participants. It is not comprehensive to assess operation condition of electricity market and behaviors of market participants by single method or index, the four proposed methods can be applied in different market conditions and assess different profiles respectively, so these methods are available for reference in establishing surveillance and assessment system in China.
