【Abstract】 Article 54 of Civil Servants Law is a very important innovation of legal system. It has clarified the relationship between the upper and the lower, which has manifested the responsibility system of the chief officer and also provided the channel for the lower proposing the suggestion and avoiding the losses resulted from the upper’s decisions or orders.
