考虑动态辅助容量的两部制电价交易机制
A Two-part Tariff System with Dynamic Ancillary Capacity
【摘要】 在一部制电价和传统两部制电价的基础上,提出了一种考虑动态辅助容量的两部制电价交易机制,将容量分为发电容量和动态辅助容量2个部分分别结算。该机制在节约市场交易费用的同时,使交易中心能够在单一市场中获得足够的辅助容量。并以该机制下某电厂的次日发电调度过程为例,引入容量策略成功度建立数学模型,运用决策理论求解发电容量和动态辅助容量的最优比例。研究表明,该机制能够对发电企业所承担的辅助服务进行合理的补偿。
【Abstract】 Based on the one-part tariff system and the traditional two-part tariff system, this paper considers the dynamic ancillary capacity and introduces a novel two-part tariff system. The capacity is divided into the generation capacity and the dynamic ancillary one, which are squared separately. The trade center can procure enough ancillary capacity at less expense from a single market. Furthermore, taking the morrow on-grid competition of a certain power plant as an example, the success degree of capacity (SDC) is introduced to the model, and the optimal dynamic ancillary capacity is resolved with an algorithm of decision theory. Simulation results show that the proposed mechanism can compensate properly the ancillary services that units take and make them profiting.
