评估黑启动方案的层次化数据包络分析方法

【摘要】 制定科学合理的黑启动方案对于实现电力系统全停后的快速恢复意义重大。文中提出一种评估黑启动方案的层次化数据包络分析方法。首先利用层次分析法合理划分评估层次.并根据判断矩阵得出符合调度经验的评估准则权重;其次,采用实际指标数据构造数据包络分析模型,评价出不同评估准则下方案的相对优劣,在此基础上得到全面反映评估准则和评估指标影响的方案综合排序。针对某实际电网的应用实例证明该方法将为黑启动恢复提供更全面、准确的决策参考。

【Abstract】 Rational black-start plans are necessary for restoring the power system as soon as possible. A novel method for assessing black-start plans, namely, hierarchical data envelopment analysis, is proposed in this paper. First, the hierarchy of assessment is arranged by employing the analytic hierarchy process (AHP) and the weights of assessment criteria are derived from the judgment matrix. Secondly, the plans are compared with regard to different assessment criteria by means of data envelopment analysis (DEA). Finally, the effects of the assessment criteria and assessment indices are integrated and the plans are ranked in an all-round way. It is proved from an application to an actual power system that the method can provide dispatchers with more comprehensive and exact decision-making references.
