【摘要】 我国养老保险隐性债务问题源自我国的养老保险改革。此问题是否解决,关系到养老保险改革的成败。在研究了如何偿还养老保险隐性债务问题的国内外主要观点和理论的基础上,发现在政策设计上还存在一些基础性问题需要解决,学术界的理论研究也尚存在着诸多不足。可以通过“建立一个模型,构筑两个制度,完善三个支柱,实施四个转向”来解决偿还养老金隐性债务这一问题。更多还原

【Abstract】 The current recessive debt problem of endowment insurance,which is the return money to those people who pay money for endowment insurance,is coming from the reform of endowment insurance polices.To be successful or not to be is depending on whether Chinese government can solve these problems.Based on studying the native and overseas theories and strategies about endowment insurance,it can clearly be seen that there are still some basic problems which need to be solved by Chinese government.Meanwhile,there is some academic knowledge to be consummated as well.Just because of these problems which he found,the author suggests that the government can solve these problems which are blocking the development of endowment insurance,through "establishing a model,constructing two policies,completing three main points,and implementing four changing formats".更多还原
