【Abstract】 Because of the restrictions of administrative divisions, Fujian IT industrial clusters have been unable to break through the administrative regions to achieve a natural development.To change the fragmentation and administrative division, we need to construct the trans-regional networks between the economic dimensions of counties and cities and of provinces. In order to lead the clusters to high level, we should improve the node construction of the network, break the lock-in of administrative divisions, and realize the share and rational division of advantageous resources across the administrative regions.更多还原
