【Abstract】 The head of the Chinese EPA resigned for the event of Songhua River pollution,and this is a reflection of the administrative accountability system.But the officials are public servants,and the punishments to them should be enforced under the law.The administrative accountability system in The Public Servant Law falls into two: resign to take a blame and resign in charge,but there is lack of rules of procedure.To protect the rights of public servants,rules of procedure should be regulated in the administrative accountability system.更多还原
