【摘要】 BOT是20世纪80年代以来世界各国普遍接受的一种新型投融资方式,被广泛运用于基础设施建设之中。渤海海峡跨海通道,投资巨大、建设周期长、技术要求高,传统投资方式难以满足其建设需求。在我国当前建设资金短缺的情况下,运用BOT方式吸引国内外私人投资者进行渤海海峡跨海通道建设具有多方面的重要意义。同时也要汲取国内外运用BOT方式的经验教训,结合渤海海峡地区的具体情况,注意解决跨海通道建设中的诸如立法、政府保证、环境保护等若干重要问题。更多还原

【Abstract】 Emerging in 1980s,BOT pattern has been widely applied in the construction of infrastructure in many countries.The passageway of Bohai Strait,connecting Jiaodong Peninsula and Liaodong Peninsula,is another vital communication line in China,and is about to play a great important role in the development of Bohai Sea rim region and even of China.To build the passageway of Bohai Strait is a giant project,we can use BOT pattern and attract private investors at home or abroad.This method has profound significance in economy,politics and society.At the same time,we should pay attention to some problems,for example,BOT legislation,government guarantee and environmental protection.更多还原
