【摘要】 大坝安全预警系统与应急预案研究以大坝安全为研究对象,以防灾、减灾为研究核心,在技术科学和管理科学的基础上,运用现代系统理论和预警理论,对其关键性技术问题进行研究。主要研究内容包括大坝安全预警指标体系、预警模型及预警准则、内部应急预案和外部应急预案等。研究目的在于构建具有中国特色的大坝安全预警系统与应急预案的框架体系,形成能够识别大坝安全隐患、判别大坝安全性态、降低大坝安全风险的预警机制,建立责任明确、指挥统一、功能得当、反应灵敏、运转高效的大坝安全应急预案。更多还原

【Abstract】 The research on a pre-warning system and emergency plan for dam safety is based on engineering science and management science with the modern system theory and pre-warning theory. The research object is dam safety and the research core is disaster prevention and reduction. The research contents include the pre-warning index system for dam safety, pre-warning model and criteria, internal and external emergency plans, etc. The research aim is to construct a frame of pre-warning system.and emergency plan for dam safety with the Chinese characteristics. Simultaneously, the pre-warning mechanism, which can help recognize hidden troubles of dams, differentiate behaviors of dams and decrease risks of dam safety, is formed. The emergency plan with clear responsibilities, unified commands, appropriate functions, sensitive reactions and efficient operations is developed.更多还原
