【摘要】 中国彩票产业本质是一种具有行政垄断性、自然垄断性和公益性等多重特征的网络化产业,而目前中国彩票业治理疲软和问题丛生的根源就在于其政企不分、官商一体的监管发行体制,并导致部门利益侵蚀国家利益。有关政府部门只有重新定义彩票业规制主体,改变规制方式,从立法、行政、经济、审计等多个方面进行规制改良,重构规制体系,实现政府治理创新,才能促进彩票业的良性发展。更多还原

【Abstract】 Lottery industry in China is essentially a kind of web industry characterized by inherent and administrative monopoly and public welfare.However,the lottery industry in China is now administered so weakly and confusedly.The root cause is just the issuing administration/supervision system which didn’t separate the government departments/officials from business sector in lottery tickets issuance and,as a result,the national interest was peculated by those departments.The current situation could be changed throughly only if the authorities concerned redefine the organization who has the right to issue lottery tickets and restructure the relevant rules and regulations in view of legislation,administration,economy and audit.It is concluded from the fact that only an innovative control enforced by government will get the lottery industry in China developed soundly.更多还原
