【摘要】 根据公共支出理论、公共产品理论和财政分权理论的内在规定及市场经济体制改革的发展要求,地方政府发行公债是有其可行性。发行地方公债是加强基础设施建设、协调区域经济平衡发展、促进经济持续增长的有效手段。目前我国发行地方公债已经具备一定可行条件,同时也存在很多不利因素,但相关体制改革的深化、相关法律法规的颁布、市场体系改革的跟进,这些问题必将逐步解决。更多还原

【Abstract】 According to the inherence rules of theories of public expenses,public product,separated fiscal power and the demand of reform of the market economy system,it’s feasible for the local government to issue public bonds.The local government’s bonds will be an effective measure to construct infrastructure,coordinate balanceable development of local economy and promote the sustainable growth of economy.Presently,the local government has had some conditions to issue public bonds.Some disadvantages,thouge exist,will be overcome by deepening of related reform,ordinating related laws and proceding the market system reform.更多还原
