【Abstract】 Coal mine safety regulation is an important instrument to correct market failure and to protect miners’ rights of health and safety in the course of mining.First,this paper analyzes the mechanism and the failure of coal mine safety market,and thus demonstrates the theoretical foundation for coal mine safety regulation.Second,this paper discusses the criteria of coal mine safety regulation.Performance-orientated regulation with effectiveness and high efficiency is highly appraised.Thirdly,this paper discusses the potential regulation failure and the facilitating reform.This paper aims to provide some theoretical implications for China’s coal mine safety regulation.更多还原
