【摘要】 为充分发挥县(市)政府在本地经济发展中的作用,避免地级市对县域经济的不合理干预,鉴于“匀质型”地区“市管县”功能已经失效以及行政组织扁平化的改革要求,有必要改革目前的“市管县”体制,实行“强县扩权”,即赋予经济发展状况较好、行政管理水平较高的县(市)更多的行政管理权限,并在行政隶属关系上变“市管县”为“省管县”。从江苏的社会经济环境以及省、市、县三级政府的具体情况来分析,“强县扩权”适逢其时。更多还原

【Abstract】 In order to make county(city) government more active in local ecnomic development,municipal government should not interfere in the county territorial economy.In view of the fact that the function of "city-administer-county" system has already expired in "uniform nature" area;as well as the request of flat administrative organization reform,it is necessary to reform the "city-administer-county" system and give more authority to the governments of rich counties(cities),namely,to entrust more administration jurisdiction to the governments of counties(cities) which have better economic conditions and higher administration level,and change "city-administer-county" system to "province-administer-county" system in administrative subordination relations.Considering the social and economic environment as well as the development conditions of three-level governments(province,city and county) in Jiangsu,it is the time to effect the reform.更多还原
