【Abstract】 The paper analyzes the main existing problems, including the interest competition of ad- ministrative districts, sprawl of construction areas, dispersive distribution of industries, uncoordinated arrangement of important infrastructures, and repeti- tion of constructive projects. The paper puts for- ward four approaches to the coordinated regional development. The first approach is to make an effec- tive regional coordination plan. The second approach is to establish an authoritative government. The third approach is to set up “Special Districts”.
