【摘要】 从房地产业发展规划角度,阐述了上海土地储备“十一五”发展规划的编制原则、目标、任务,研究制定上海土地储备“十一五”发展规划的量化指标,提出编制上海土地储备“十一五”发展规划的意义、背景和规划纲要,以及实施“十一五”土地储备发展规划的政策建议,指出建立有上海特色的“政府主导、市区联手、市场运作、分责共享”土地储备制度是深化宏观调控的重要机制保证。更多还原

【Abstract】 From the perspective of real estate de-velopment planning,this paper presents the principles,target,task of the formulation of 11th-five plan of land banking in Shanghai,studies the quan-tity index of 11th-five plan of land banking,extends the meanings,background and outline of the 11th-five plan as well as corresponding countermeasures.It also points out that it is important for deepening the macro control to set up a land banking system with Shanghai local feature characterized by “govern-ment leading,districts coordinating,market operating and responsibility sharing”.更多还原
