【摘要】 从分析区域发展的内在机制入手,提出了“区域行为者”概念,认为区域发展是区域行为者——居民、企业、政府空间行为的结果,并依据我国所处的发展阶段,指出企业是我国现阶段区域发展的行为主体。在此基础上,结合浙江省的产业带规划工作,对以企业为主体开展区域规划的有关问题做了讨论。更多还原

【Abstract】 Current research on regional planning mainly focuses on the technical aspects of planning in terms of the characteristics, concept, content and method, lacking the exploration of regional planning from a more fundamental aspect. Starting with ana- lyzing the inherent mechanism of regional development, this paper puts forward the concept of “regional actors”, holding that regional development is the results of spatial behaviors of regional such actors as residents, enterprises and governments. The paper further points out that the enterprise is the leading actor in the present regional development in China. On the above basis, combined with the industrial belt planning in Zhejiang Province, the paper then discusses some important issues in the work of regional planning with enterprise as the leading actor.更多还原
