【摘要】 在问题的起因里,通过分析我国耕地资源逐年减少的态势、国家采取的严格控制措施及其实际效果,说明中国土地问题仅仅通过行政手段、法律手段是难以彻底解决的,需要探索新的思路;在原因分析中,提出在经济转轨、社会转型期间,政府的重要职责是为广大百姓提供公共物品,而税收成为政府财政收入主要来源的情况下,政府发展经济的冲动是必然的结果;最后,作者提出通过采取税制改革等经济手段,作为解决中国土地问题的关键。更多还原

【Abstract】 By analyzing the decrease trend of thetillable lands, control measures of the central govern-ment and their effects, this paper tries to explore anew way to settle the land problem. It presents thatin the transition of the economy and society the ma-jor responsibility of the government is to providepublic goods to the society. The impulse for the eco-nomic development is inevitable because the revenueis the major sources of the finance.
