【摘要】 2004年国家采取土地紧缩政策以调控宏观经济的良性运行,各类工业园区成为清理整顿的重点。紧缩“地根”加上紧缩“银根”,使珠江三角洲各级政府主导的工业园区“低价征地——高价出让——低效利用”的发展模式难以为继,面临从外延粗放型向内涵集约型的转变;“无地招商”、设立工业园区门槛以及土地利用配额市场化等将成为珠江三角洲工业园区持续健康发展的主要策略。更多还原

【Abstract】 The central government carried out the rigorous land contraction to make the macro_economy development healthy since 2004, in which the industrial parks became the state_regulated emphasis. Under this background, the local government in PRD couldn’t enlarge the local economy through the industrial parks with the model of “getting land from farmers with lower prices, selling to investors with higher prices". The traditional urbanization model wasn’t sustainable considering the limited land resources. It’s necessary to absorb the foreign direct investment (FDI) with little or none land use, build the “threshold" for FDI entering into the industrial park, and the marketization of land use quota.更多还原
