【Abstract】 The system construction,as a part of a whole plan aims at resource transfer,is the precondition and the necessary basis for the development of city and countryside.To deal with "issues concerning agriculture,countryside and farmers","the system of socialization of Agriculture production","the system of public finance","the system of cooperation for economic organization","the system for protection of farmers’ right" and "the system of farm property right",are all necessary to be constructed urgently.It is suggested that all levels of government support and help the systems’ construction to contribute the building of a harmonious society.更多还原
