【Abstract】 To put agriculture first and commerce second is an economic tradition in ancient China. Many scholars believe that the contradiction of agriculture and commerce are the main problems of the thought of Agriculture First and Commerce Second, which is characterized by the depression of commercial development. It is thought that analysis on the policies of Agriculture First and Commerce Second from Zhanguo to Xihan Dynasty shows that it’s a matter of fact that agriculture developed first while it’s not true to say that commercial development was restrained. It seems as if agriculture contradicts commerce. However, in fact, it was the contradiction between state-owned commerce and private-owned commerce, which features the trend that state-owned commerce tried to substitute private-owned commerce.更多还原
