【摘要】 着眼于当代中国国情,对当前我国社会乞讨现象进行全方位、多角度的分析和思考,从不同角度提出了解决流浪乞讨人员问题的思路、对策和建议。认为应治本和治标相结合,治本,可从宏观、中观、微观三个角度实施控制,采取调节社会结构,大力发展经济,健全社会保障体系等治本之策,最终提高社会的整体效益,从根本上解决此问题。而要做到这一点,须到中国社会转型的完成和现代化的初步建立后才能实现,这需要一个较长的历史时期。更多还原

【Abstract】 The paper focuses on the contemporary state of China,it analyzes and thinks about China’s current social phenomenon from multi-directions and multi-angles,from different perspectives to address the thinking,suggestions and countermeasures to solve the problem of street begging.That is: causes and the symptoms should be combined.Permanently controls from the macro,meso and micro perspectives,we should think about social structure,vigorously develop the economy and improve the social security system,and ultimately improve the overall efficiency of social and fundamentally solve this problem.To do this,to complete the transition to Chinese society and modernization can be achieved after the initial establishment,which need a longer period of history.更多还原
