【Abstract】 In China infrastructure has increasingly constrained economic development with the economic growth.There exist an enormous gap between the requirement of infrastructure and the fiscal budget.This paper benefits from CAIV technology used in the U.S.defense system acquisition and presents the building of the theory system on public infrastructural investment which involves the central ideas and the future trend of it.更多还原
