【摘要】 目前政府高度关注农村问题,但农村通信发展滞后现象还没有引起足够的重视,因为农村通信建设是农村经济发展,走向小康社会的重要前提。随着我国电信业竞争格局的逐步形成,建立普遍服务基金势在必行,以保障对广大农村地区的投入,促进农村电信通信的发展。如何测算农村电信话成本,进而确定普遍服务基金的资金缺口,是能否保证普遍服务实施的关键。更多还原

【Abstract】 The government has paid great attention to the rural problems,but the lagged telecommunication has not been given sufficient thought even though the construction of rural telecommunication is an important condition to build the well-off society.Under the severe competition in Chinese telecommunication market,universal service fund is much needed to increase the investment so as to promote rural telecommunication development.In this case the key links lie in rural telecommunication cost estimation and fill the insufficiency of the fund required.更多还原
