【Abstract】 Aim To analyze the reason that pollution of Huaihe River valley are getting more serious,to give advices to reduce water pollution of Huaihe River valley.Methods It was analyzed that pollution reasons of Huaihe River valley are getting more serious by theory of exterior nature and property rights.Results The reasons are more exterior nature and ambiguous property rights in the exploit of Huaihe River.Conclusion Founding a unified water pollution control organization of Huaihe River is a pivotal plan to reduce water pollution of Huaihe River valley.更多还原
