【摘要】 应用社会开发理论及其发展观 ,对本质为水土资源开发的水土保持流域综合治理活动的社会开发性进行了系统分析 ,指出流域治理是水土流失地区重要的开发形式 ,具有区域的特殊社会开发性 ,且这种开发性对于制定流域治理策略具有一定的决定作用。在新的治理开发观指导下 ,流域治理活动会带动其他产业的发展 ,最终建立起高效综合的农业生态经济体系 ,实现区域稳定持久的社会开发 ,而建立治理风险保障制度体系对于治理活动具有促进作用。流域治理成果的评价指标也应是多方面的。综合的流域治理的社会开发观 ,需要复合型的水保专业科技人才更多还原

【Abstract】 The paper has systematically analyzed the social development of comprehensive basin management activities of soil and water conservation for the purpose of water and land resources development by applying social development theory and its sense of development. It points out that the basin management is an important form of development in the water and soil loss region and has special social development nature of a region. In addition, the development nature has a certain decisive function on working out tactics of basin management. Under the guidance of new sense of development and management, the basin management activities will promote the development of other industries and finally it will establish a comprehensive and high efficiency agro-ecological and economical system and realize stable and sustainable regional social development. To establish a risk guarantee system will promote the management activities. The indexes for management achievement evaluation also should be various. The sense of social development for basin comprehensive management require compound qualified personnel on soil and water conservation speciality.更多还原
