【摘要】 文章认为 ,地方国土资源管理部门是国土资源各项法律、法规、政策的最终落实者和基层实施单位 ,在现行体制下 ,单项资源的分割分散管理体制造成资源管理部门职责不清 ,易受地方政府行政长官干扰等问题 ,使地方国土资源管理部门无所适从。鉴于此 ,文章建议 ,借机构改革之机 ,彻底解决单一管理体制下出现的各种问题 ,并提出了四项改革措施。更多还原

【Abstract】 The paper considers that local administration of land and resources is executive organ of various law, regulations and policies. There are problems in current system, such as, unclear responsibility of administration caused by separate, decentralized and single system, the conditions that easy to be controlled by local administrators or agencies.
