【摘要】 理论界对民营经济概念的内涵和外延都有争议 ,但普遍把非公有制经济 ,特别是把个体私营经济作为民营经济的主体。而从我国经济体制改革和公有企业改制的实践看 ,提出民营经济概念的现实意义在于不改变所有权的前提下 ,探索公有企业多种形式的民营化道路。因此 ,民营经济的概念主体应该是公有民营经济 ,理论界应该探索有效的公有民营机制。民营高科技企业因其特殊的成长历程 ,使“民营”二字带有特殊的含义 ,但随着民营科技企业的产权改革 ,“民营”的含义也将得到修正。更多还原

【Abstract】 A dispute on the intension and extension of the private economy exists in the theoretical circle, but it is commonly to take the non-public economy, especially the individual economy as the main body of the private economy. Through China’s reforms on the economic system and the public enterprises, the realistic significance of putting forward the concept of private economy is, in the prerequisites for the ownership unchanged, to explore the various privatization of the public enterprises. Thus, the concept main body of the private economy should be the public private economy, and the theoretical circle should probe the effective public private mechanism. Because of the special development process of its high-tech enterprises, the "private enterprise" has special implications. With the property right reform of its tech-enterprises, the implication of the "private enterprise" will be corrected.更多还原
