【Abstract】 With the emergence of information time,the information technology has produced an important impact to existing mode of thinking and working of human being. Based on the analysis of development of information technology and its impact to society,it describes the challenge brought by information technology to S&T management of high institution in 21 century,and probes into countermeasures for the new century S&T management.
