【Abstract】 The supply of public facilities is one of the main governmental economic functions, which, however, is frequently accompanied by low efficiency. The network technology is propitious for the enhancement of such efficiency owing to its characteristics in information processing; that is, it facilitates government’s grasp of people’s preference and the publication of supervisory information.
