通江河道护坡工程控制血吸虫病的经济效益分析

【摘要】 目的 了解通江河道混凝土护坡工程的效果与效益 ,为决策治理通江河道地区的水患与病患提供依据。方法 采用回顾性调查和专家测评的方法 ,调查通江河道地区近 5年的血吸虫病病情和水患情况及损失以及血防、水利、农业等的投入 ,结合工程设计预算 ,对工程后的血防、水利、环境和交通等效果和效益进行综合分析 ;再用净现值分析法预测工程后 1- 30年的净效益。结果 工程后相关地区的防洪标准提高了 31.0 9年一遇 ,年投入防汛人员减少 86 .76 % ,年接触疫水人数减少 5 1.6 1% ,年预防服药人数减少 5 8.37% ,年河道减少灭螺药物污染 6 4.2 9t,护坡后 5年和 10年比不进行护坡减少病人 170 3人和 40 92 5人 ;工程的年均血防效益为 435 .6 1万元 ,水利效益为2 0 6 1.89万元 ;工程后第 12年收回了全部投资费用 ,30年将产生净效益 146 47万元。结论 通江河道混凝土护坡是有利于抗灾防病、减少污染、改善环境的血防、水利、农业相结合的环保型、可持续性工程

【Abstract】 Objective To understand the results and cost effectiveness of the project of schistosomiasis control by concreting banks of rivers connecting with the Yangtze River, to provide the basis to control flood and the disease. Methods By retrospective survey and experts’ evaluation, the schistosomiasis status, situation or lost due to flood, the cost of activities in schistosomiasis control, water conservancy, and agricultural improvement were recorded in the areas along rivers connecting with the Yangtze River in recent 5 years. With the reference of designed project budget, the cost effectiveness in schistosomiasis control, water conservancy, and improvement and communications after the project completed will be comprehensively analyzed, then the net benefit in 1 to 30 years after the project will be predicted by net present value method. Results After the project constructed, the standard level of antiflood in relative areas will be improved to once per 31.09 years. The number of anti flood people will be reduced by 86 76%. The number of contacting infested water will cut down by 51 61% per year. The number of people for chemoprophylaxis will be declined by 58 37%. The amount of molluscicides will be decreased 64 29 ton per year. About 1703 and 40925 patients will be reduced respectively in 5 and 10 years after the project completed. The yearly average benefit of schistosomiasis control is 4356100 yuan, that of water resources is 20618900 yuan. All investment will be returned in 12 years. About 146476500 yuan of the net benefit will be introduced in 30 years. Conclusion The project on concreting banks of rivers con necting with the Yangtze River benefited not only to prevention of disease and anti flood, but to environmental improvement and reduce of pollution, which is a sustained project combining schistosomiasis control, water conservancy and agricultural improvement.
