【Abstract】 President Jiang Zemin pointed out on May, 31, 2002 that "to construct socialist political civilization is an important aim of the construction of socialist modernizations". The put forward of the thought of socialist political civilization is very important to the construction of socialist democracy, the innovation of socialist systems and the construction of socialist law-ruled country. It becomes a theoretical focus about how to understand and construct the socialist political civilization.
