【摘要】 改革开放以来 ,为解决经济发展中资金紧张的困难 ,我国使用了大量的国际金融机构贷款。这些贷款多具有一定的援助性质 ,利息较低 ,并由财政部担保 ,于是各地区都想利用这些贷款。但调查发现 ,贷款拨付到位 ,结项之后 ,国际金融机构贷款后期营运管理情况普遍不太理想。造成这种状况的关键原因是项目后期营运管理体制落后 ,不利于管理工作的展开更多还原

【Abstract】 Since reform and opening in China, there are so many loans of international finance organizations used in our country in order to resolve the problem that is short of money for economic developing. Loans of international finance organizations is rather low interest just for supporting developing countries, it also is indemnified by Ministry of Finance of People’s Republic of China, so that many provinces and cities want to borrow loans. However, after they got loans, projects which loans are taken should work on time, in fact the situation of regulation for projects operating of loans of international finance organizations in late period is very bad in many districts. The key problem is the actual institution of regulation for projects operating of loans of international finance organizations in the late period is not suitable for improving management of projects.更多还原
