【Abstract】 After the second world war, promoted by the capital of manpower theory, most Latin American countries think much of the function of education and invested a great deal to education development. But things changed in 1980s,due to crisis of debt and economy, expenditure in education has been cut. So this article mainly discusses how these crises influence education, and what reform policy of education should be adopted to fit the development of education in order to inspire us.更多还原
