【Abstract】 The theoretical basis for the idea that the Communist Party represents the essential interests of thepeople has the Marxist theory of man as its starting point, i.e. the value choice of working for the benefit of the ma-jority of people runs through every composing part of the theories of Marxism. Keeping the lessons of the relationshipbetween the Party and the masses and that between cadres and masses in mind, our Party must take the desire of thepeople as the starting point as well as the final settling place in policy making.
