【Abstract】 Three provinces in the middle reach of the Yellow River is the transition zone from the prosperous districts to the poor districts. They fulfil the function of coordination and passage in the Great Western Development Campaign .They also have four economic operation mechanism of absorption, conduction, coordination and development. Their general strategic purpose of economic growth is to achieve the coordinated development between districts.
