【摘要】 实施积极财政政策4年来,内需不足的问题大大缓解,我国国民经济运行中的主要矛盾已经从需求方面转向供给方面,从国民经济总量方面转向国民经济结构方面。客观经济运行态势的变化,要求我们必须对积极财政政策做出相应的改变,从对国民经济总量调控转向主要对国民经济结构的调节,从主要调控需求转向主要调控供给。在新的历史背景下,财政政策的基本任务是在促进产业结构的优化与升级、收入的合理分配及失业问题的缓解等方面发挥其应有的作用。更多还原

【Abstract】 After 4 years practice of active fiscal policy, the shortage of domestic demand in China has been relieved. The key problem of Chinese economy has changed from demand side to supply side, or from aggregate aspect to structural aspect. The change in e-conomic situation required that the fiscal policy must be changed to adapt the new environment, which means the adjustment policy a-gainst aggregate problems must be redirected.
