【摘要】 本文试图对农村社会保障存在的主要问题及我们应采取的对策进行较全面的分析、论证。农村社会保障的主要问题 ,除了覆盖面小、保障水平低、公平性差外 ,义务教育收费丧失了应有的“义务”福利性 ,以及雪上加霜的“负保障”问题突出 ;其对策 ,首先应认清农民保障是社会主义的应有之义 ,认清“有土地即有保障”之偏误 ,保金来源要有政治、经济、策略全局性的改革与之配套 ,以及树立农村大保障体系的观念等更多还原

【Abstract】 This paper gives a comprehensive analysis on the main problems about rural social security and the countermeasures we should take.Besides the covered area is too small,security level is too low and the fairness is worse in rural areas,the charge for compulsory education makes its welfare characteristics lost.Moreover,“negative security”is significant in rural areas.In order to solve the problems,first we have to accept the notion of “great rural security system” instead of “earth is the security”,and then the reforms of politics,economy,and the whole strategy must guarantee the premium resources.更多还原
