【Abstract】 Since the end of the nineties of the 20th century, our government has actualized active financial policies for several years in order to keep the national economy developing continually ,quickly and healthily. It is anxious that financial deficit and the size of the national debt have expanded. It is necessary and possible to continue to actualize the active financial policies because of expanding demands in the near future. The key to improving the active finanial policies is to optimize the structure of finanial payout in order to adapt to and promote the adjusting of the structure of our country’s economy.更多还原
