【摘要】 本文从历史发展的角度 ,对欧盟环境政策的演变过程进行了比较全面、系统的梳理和分析。世界环境保护运动的兴起 ,以及自身所面临的诸多环境问题 ,促进了欧共体 欧盟环境政策的形成和发展。经过 30来年的努力 ,欧盟的环境政策从无到有 ,并且通过不断提升政策的地位和目标 ,拓展环境保护的领域和视野 ,以及广泛而细致的环境立法 ,持续的环境行动计划 ,和多元、灵活的政策实施手段 ,使其政策日益系统和完善。欧盟的环境政策取得了巨大成就 ,但同时也存在若干问题。在政策分析的基础上 ,本文对欧盟环境政策的成功和不足之处做出了简要评论。更多还原

【Abstract】 The paper studies the evolution of the EU environment policy from the point of h istorical development. The author stands on the point that, it is the emerging o f the world wide environment protection movement and the challenges of various k inds of environmental problems that promote the development of the environment p olicy of EC/EU. By the continuos efforts of the EC/EU member states in the past 30 years, the policy of environment protection has been established and improved . Its importance has been increased in line with the enlargement of environmenta l protection, adoption of relevant laws and consistent plans. Based on the polic y analysis, the paper examines the success and existing problems of the EU envir onment policy.更多还原
