【Abstract】 Since the reform and opening-up, rural economy of China has been developed swiftly and violently, but the problem of poverty in rural area hasn’t been solved effectively and completely. As continuity of history, the problem of poverty in rural area develops in dynamic state, under the new situation, affected by some new factors, has different form of expression than the former.
