【摘要】 我国特大城市的扩展采用征用农地的模式。虽然城市的规模扩张拉动了经济总量的增长,但这是以极低的用地成本为前提的,这个过程的代价比完全市场化的代价要低得多,因而其效益水平值得怀疑。政府并不是一个恰当的市场主体,在城市扩张获得农地的过程中,政府不应该直接加入市场交易过程。这一方面是为了避免权力寻租,另一方面是为了将城市化的推动力量交给市场,从而避免不顾效益的城市扩张。更多还原
