【Abstract】 Ideology is a moral and ethical belief system, which determines the individual transforming from idea to action, and has function to affirm the current system frame according to justice and cohere some a team. As a kind of manpower capital, the present ideology does not develop in accord with formal system development, but also affects the choice of reform routes and course of back modenizational country.
