【摘要】 特殊法人 ,作为日本国有企事业单位的重要形态之一 ,曾经为战后日本经济的迅速恢复和高速增长发挥了重大作用。但是 ,战后半个多世纪以来 ,日本的社会经济形势已经发生了翻天覆地的变化 ,当初设立特殊法人的前提条件已不复存在 ,其积极作用已丧失殆尽 ,消极作用日益突出。 2 0 0 1年4月上台的小泉内阁决心对其进行集中且彻底的改革。本文试对日本特殊法人改革的必要性、改革经过及其前景作一分析 ,以期我国在国有企业改革中参考和借鉴更多还原

【Abstract】 Special corporations ,one of the important forms of Japanese state enterprises, played a very important role in post-war Japanese economic recovery and rapid growth. However,in the last half century of the post-war period tremendous changes occurred in Japanese economy and society and the necessary conditions for establishing special corporations no longer existed. Their positive roles disappeared and the negative roles become obvious gradually. The Koizumi Cabinet,assumed power in April 2001, was determinded to reform special corporation completely .This article tries to analyse the process and the prospect of the reform of Japanese special corporations so that we can draw lessons from it for state enterprise reform in our country.更多还原
