【摘要】 国家自然科学基金项目是推动知识创新系统实现其功能的重要形式。在对国家自然科学基金重点项目管理与实施的实证研究基础上 ,本文通过相关分析 ,确定出影响重点项目绩效的三种影响因素 :与项目实施有关的因素 ,与项目管理有关的因素 ,与项目科学功能有关的因素。在对这些因素进行分析后 ,作者从提高重点项目管理的公正性、科学性和规范性出发 ,提出改进重点项目管理与实施的建议。更多还原

【Abstract】 The Science Foundation Programs are an important means by which knowledge innovation system could achieve its scientific function. Based on the empirical research on the managment of the key program, three types of factors affecting on the performances of the key programs are given through correlation analysis. After analyzing these factors, the authors, aiming at fair, science and norms of the program management, puts forward some countermeasures to improve the key program managment.更多还原
