【Abstract】 It is an important act to buy off the owner right and identification card of workers and staff of local state owned business for the reform of state owned enterprises. The present article identifies its meaning exactly and puts forward three concrete ways by means of analysing the meaning of the theory and practice of "Two-Buying Off".更多还原
